The effect of globalization and the change in the purpose and paradigm of education resulted in an increasing demand for communication skills in English language as one of the key factors in securing satisfactory employment.  The emphasis of the policy of education of the government as well as various educational bodies is an education is a major mediator for gainful employment, especially in the growing fields of information technology and complete sector.  The plan is to introduce  language courses from Degree level so that by the time found education is completed the student will be in a position to communicate competently in English language.   There is  less emphasis on teaching literature as the modern view is that literature need not necessarily be the same as learning English language  and that  language can be taught independently in its own right.   One of the major hurdles faced by all learning English language  is the absence of conducive environment where the vocabulary,  grammar and sentence patterns can be envisaged  for reinforcement of learning process.  English language learning is more or less confined to class-room listening and preparing notes to pass the examination, the teacher of English being the only source of language.  The learning model adopted is more or less a passive  one of the  students listening  to the information and lectures delivered by the   teacher and not adopting an active method of initiating  language skills and    control them through expression.  Due to this lack of opportunity to students at college level, the motivation and eagerness of the students to learn the language, the availability and abundance of reading materials, opportunities to exercise newly acquired skills, participating in various extra-curricular programmes like debates and elocution and listening to speakers in target language.  In other words, a learner should acquire the   four fundamental skills of listening, speaking, reading and writing by participating in an optimum   environment meant for learning.   The purpose of this study is to examine each of the variables right from the setting of the syllabus to the final out-come at the end of two-years study at poly-technique level and the reasons for the failure, if any, to optimise the out-come of English language course and better methods are sought to improve the learning process.
