The purpose of this research was to find the causes of not using internet by undergraduates. In this research, descriptive survey method was used. The researcher selected 11 institutions of higher education of Agra city, U.P., India by incidental sampling and the purposive sampling method was used to select undergraduates internet non users.132Arts students (65 male, 54 female), 118 Commerce students (57 male,61 female) and 107 science students (53 male, 54 female) were selected as Internet non users. Self made questionnaire was developed by researcher for finding various causes of not using Internet by Undergraduates. For the analysis of data, subjects were asked to provide preferential order to the various causes because of which they are not using Internet. The various given preferences were converted into the weighted scores and summed. Finally the ranks were provided from highest sum of weighted score to the least sum of weighted score. Results of the present investigation make it clear that the major cause of not using Internet by over all undergraduates is lack of facility available to them. Male as well as female undergraduates not using Internet also gave first priority to this cause. It is also concluded that there are different causal factors for not using the Internet facilities for the Arts, Commerce and Science streams undergraduates. The Arts students highlighted the major cause of non use of Internet is lack of proper guidance to use Internet, while both the Commerce and Science student highlighted the major causal factor as lack of Internet facilities available to them.
