Abstractbeyond question.Bangladeshi bureaucracy has been depicted as massive, inflexible and resistant to change. It is mostly considered as a closed system, which tries to resist change. Though the public administration in Bangladesh is severely in need of a complete renovation in terms of transparency, efficiency, accountability, effectiveness and dynamism. The government tried to reform the administrative system to meet the demands of a changing society.There were widespread criticisms of anti-democratic practices in the service structure so; numerous reform initiatives were undertaken during the Pakistan period. Though, reform efforts futile to produce noteworthy results.Different governments make an effort to rearrange the administrative system to suit the requirements of their respective policy assertions since the rise of Bangladesh as an independent country. In the last four decades,different types of regimes lead the country. However, there is no serious attempt to implement the recommendations of different reform committees and commissions to make changes in administration.At this point,major factors that obstruct the implementation of administrative reform are Lack of Political Commitment,Bureaucratic Resistance,Limited Capacity of Government,Factionalism in the Public Sector,Ineffective Basic Public Management Processes,Corruption,Politicization of Administration,and Lack of Innovation in the Bangladesh Civil Serviceand Role of International Donor Agenciesin formulating and reformulating its reformagenda.It becomes difficult to form a civil service that can handle the challenges and the global pressures.With the quality of the service they receive,people are disappointedvery much and the performance of the public servants rendering the services is a matter of much criticism.Unquestionably, the government will start more reforms to downsize, restructure and increase the efficiency of public servants.None of these determinationsare possible without an able, efficient,energetic, dynamic and an active administrative deviceproficientbyimplementing and operationalizing the necessary reforms. Yet, some innovations in public administration have been successfully implemented recently.
